The notice recounts that the Commission instituted the investigation on January 21, 2026, on a complaint by Active Wireless Technologies LLC of Marshall, Texas, and that every other respondent had already left: DISH, EchoStar, HTC, and OnePlus in April 2026 based on withdrawal, Qualcomm in May 2026, LGE and Coosea in June 2026, and BLU in September 2026, each based on settlement. The ALJ's Order No. 32 terminated TCL and T-Mobile, the last remaining respondents, and with them the investigation in its entirety, and the Commission determined not to review that order. The investigation ended about eight months after institution with no determination on the merits.
