ITC Institutes Willow Wearable Breast-Pump Investigation Against Anker and Others.

The Commission instituted Inv. No. 337-TA-1522 after Willow Innovations, Inc. of Mountain View, California, and Willow Blossom HoldCo Ltd. of London, United Kingdom, filed a section 337 complaint on August 20, 2026. The notice of investigation issued September 22, 2026, and was published in the Federal Register on September 24, 2026.

Respondents named for service include Anker Innovations Limited; Fantasia Trading, LLC; and Power Mobile Life LLC, together with Shenzhen Root Innovation Technology Co., Ltd.; Hong Kong Lute Technology Co., Ltd.; Root Technology, Ltd.; Share Info, Inc.; Shenzhen TPH Technology Co., Ltd.; Guangdong Horigen Mother & Baby Products Co., Ltd.; TPH Technology Malaysia Sdn Bhd; Foshan Shunde Ruiteng Electrical Appliance Manufacturing Co., Ltd. (a.k.a. Joystar); and Guangdong Youmeng Electrical Technology Co., Ltd. Willow seeks a limited exclusion order and cease and desist orders. The Office of Unfair Import Investigations will not participate as a party.

The instituted patents and claim sets are U.S. Patent 11,660,380 (claims 1 and 6-9); U.S. Patent 12,370,292 (claims 1-3, 5, and 7-12); U.S. Design Patent D1,053,344 (the claim); U.S. Patent 11,813,388 (claims 1, 4-15, 17, 19-23, 27, and 30); and U.S. Design Patent D1,031,993 (the claim).

U.S. Patent 11,660,380 claims a wearable, self-powered breast pump sized to fit within a bra, with a breast adapter that seals against the breast, a nipple-receiving cavity, a motor-driven pumping mechanism fixed relative to that cavity, and a milk collection container that surrounds the cavity.

U.S. Patent 12,370,292 claims an in-bra breast pump whose pump, rechargeable battery, and circuit board sit inside an outer shell, with a removable flange, a conduit through which the pump draws vacuum to express milk, a milk collection container, a wireless transmitter for pumping-session data, two-way communication with an external device, and a remote user interface that can monitor and adjust the pump.

U.S. Patent 11,813,388 claims a self-contained in-bra breast pump whose housing holds a battery and a pump that creates negative air pressure, with a breast shield and a rigid plastic milk container that couples to the housing, sits lower than the shield and housing, gives the device a flat base to stand upright, and continues the housing's curved shape. Several instituted dependent claims add a diaphragm that keeps milk out of the pump.

U.S. Design Patent D1,053,344 covers an ornamental design for a breast-pump container. U.S. Design Patent D1,031,993 covers an ornamental design for a breast-pump bottle.

The notice defines the investigation scope as wearable breast pumps, associated milk storage containers, and components including separately sold milk collection containers and replacement parts.

Institution decides only that the complaint warrants an investigation. It does not decide infringement, validity, domestic industry, or remedy. Responses to the complaint and notice are due not later than 20 days after Commission service.
