Identify the standard, the relevant technical requirements, the asserted patent claims, and the actual licensing declaration. ETSI, for example, records declarations of essential or potentially essential patents but does not determine whether those patents are valid or essential. A database entry does not replace a claim analysis.

What does a FRAND commitment add?

Under clause 6.1 of ETSI's IPR Policy, ETSI seeks an irrevocable undertaking to grant licenses on FRAND terms when essential intellectual property is brought to its attention. The particular undertaking, applicable law, and negotiations matter. Do not assume every standards body has the same policy or that a declaration settles the royalty.

Are injunctions automatic or categorically unavailable?

Neither conclusion follows just from the SEP label. For a permanent injunction in a U.S. patent case, eBay Inc. v. MercExchange, L.L.C. requires the traditional four-factor equitable analysis. Any licensing commitment must also be examined in the particular dispute. Gather the declaration and license correspondence before evaluating remedies.
